The contractor responsible for the upgrade is responsible and should be held accountable. They arrested an antifa member who was on one of the paint crews while they were restoring the pool. This antifa member is singing like a canary. It seems he was paid thousands of dollars to glue in an epoxy trowel to stop the proper circulation of the pool. Oh yeah this was intentional!
